  16. <p>A plan to protect Shi`ites could put a squeeze on Iraq's Saddam
  17. </p>
  18. <p>     They will not--probably cannot--do it for Slavic Muslims
  19. in Bosnia. But the U.S. and its European allies are prepared to
  20. give air protection to Shi`ite Muslims in Iraq. The U.S., France
  21. and Britain, having mobilized a force of 200 aircraft and 19
  22. navy ships, have agreed to declare a "no-fly zone" across the
  23. southern third of the country. The force is to fly
  24. reconnaissance missions over a marshy region where Western
  25. officials say Saddam Hussein pursues a policy of genocide
  26. against opponents of his regime. The goal will be to close the
  27. sky to Iraqi flights. "We're going to monitor and watch what
  28. he's doing there," said U.S. National Security Adviser Brent
  29. Scowcroft, and that means "he has to stop flying."

  31. <p>     The allied action was prompted by evidence that 70 Iraqi
  32. combat aircraft were being used to attack Shi`ite villages and
  33. rebel camps in the swamps and islands in the Basra region, where
  34. the Tigris and Euphrates rivers empty into the gulf. That
  35. violates a U.N. resolution, passed after the Gulf War,
  36. prohibiting Saddam's "repression" of his own people. A similar
  37. protection zone has been in effect in northern Kurdish regions
  38. since April 1991.

  40. <p>     Military experts warn that limited reconnaissance missions
  41. can lead to air and ground combat. "The air force will argue
  42. that to remove the risk of losses, they would like to take out
  43. some if not all of the Iraqi air defenses again," says Colonel
  44. Andrew Duncan of the International Institute for Strategic
  45. Studies in London. "Then you're on the slippery slope to
  46. escalation." But the allies may have concluded that their best
  47. tactic is to squeeze Saddam between rebellious Kurds to the
  48. north and hostile Shi`ites to the south.
